Case 3: The Sham of the Sordid Soil

A failed project costing taxpayers over $140,000.
The Town committed giving dredged soil from Warner’s Pond to the state prison for use as “compost,” “fertilizer” and “good soil material.”
But once bidding started, they say Delia changed her tune.
In an email to contractors, she said the soil was 2% gravel and 78% sand.
Was this a lie, a misunderstanding, mismanagement, utter incompetence or a purposeful sabotage of the project?

Despite emphasizing the high quality of the soil earlier, when the project opened for bidding, Delia told contractors the pond sediment was, “…2% gravel and 78% fine to coarse sand.”

These results came after scientific tests which Delia oversaw.
Some are saying Delia may have misrepresented the soil’s composition and deliberately sabotaged the project.
This debacle cost Concord taxpayers $141k.
And the project failed.
I wouldn’t fertilize with sand and gravel, would you?
